Energy Affordability Report
In July 2008, Bord Gáis commissioned CIPA to study and report on the issue of
energy affordability or fuel poverty. This was in the context of sharply
rising international prices for oil and gas and the consequences for consumers
in Ireland in the period ahead.
CIPA was asked:
- to review data, information and analyses that would help to identify the scope of the problem;
- to define the policy approach in Ireland, and to review policy approaches in Britain and Northern Ireland;
- to review the systems and procedures that are in place to deal with the issue currently;
- to identify approaches to developing solutions that might be capable of obtaining the support of the main actors.
